Add biomedical clamp model, controls, and simulated tool motors

Simulation and tests are in place (811 tests passed). The clamp mounting still needs correction: Biomedical identified a duplicate motor holder. Claw travel, motor steps, speed limits, and the final mounting position also need measured confirmation. No physical tool hardware has been tested.
