Translates the new
filterTagMatchchangelog tag filter docs on the Changelogs page into es, fr and zh.Based on docs: document filterTagMatch for changelog tag filters.

Overview
Updates the tag filters section in Spanish, French, and Chinese Changelogs guides so they match the newer English docs for
filterTagMatch.Each locale replaces the old “multi-tag = match all tags and hide untagged entries” wording with the default
anybehavior (match at least one selected tag; untagged updates stay visible), plus instructions to setfilterTagMatch: "all"in page frontmatter for strict AND matching.
