Before, the welcome page opened whenever the server sent a state while setup was still unfinished. So after the chief chose "I'll set this up later", a later state reopened it.
Now only the first state after connecting decides whether the page opens. After that it opens only when the chief opens it.
To stop a state that changes nothing from looking like a change, the client now updates its realm resources only when the received value differs from the one it holds.
