Fix experimental note layout on mobile#1

Pin the hero note to the bottom and shrink it on small screens so it no longer overlaps the byline; restore the full-size floating note on desktop.

On mobile the experimental note was overlapping the hero byline. Pin it to the bottom and shrink it on small screens; desktop keeps the full-size floating note.
