What does this PR do?

This should help clarify to users that they should not scrape more aggressively than 30s.

Notes to reviewers

This isn't super important, if this add more confusion, totally OK to just close this.

@kevinawoo It is a little confusing. 😅 When you say ~3 requests per hour, where did that come from? Why wouldn't it be 30?
