Routine substrate bump to current published versions (agent-eval 0.77.0 / agent-runtime 0.44.0), part of the fleet substrate-drift sweep. Bumped the dependency range AND the pnpm override/workspace-override where present (the ghost-at-old-version trap). Verified: typecheck exit 0 against the resolved 0.77.0/0.44.0; no PR #185 barrel-tiering import breaks (or fixed in-place where they surfaced). No logic changes.
