Deploys InferenceBazaarSettlement (wired to Tempo's predeployed PathUSD stablecoin, 0x20c0..0000, 6-dec) + the BSM UNBOUND, so cargo-tangle binds the BSM to the live Tempo Tangle (0xff137b9c..b4cda) during blueprint deploy (pre-binding via onBlueprintCreated makes createBlueprint revert AlreadyInitialized). setSettlement is a post-bind owner step. This is what relaunched inference-bazaar live on Tempo (blueprint 7, service 2; settlement 0x83084C.., BSM 0x6141DA..). Reconstructed from Deploy.s.sol after the original working copy was lost pre-commit.
