chore(clasp-rs): land the empty SIS Rust scaffold - #1

Replace the stub with the libCLImate.Rust skeleton at version 0.0.0: banded Cargo.toml, empty library docs, the versions example, rustfmt, and checker scripts, plus ci.yml. The public API stays empty. - package name remains clasp-rs, and the lib target is clasp_rs; - dev-dependency test_help-rs matches the exemplar; runtime deps stay empty; - CHANGES, NEWS, TODO, and EXAMPLES record the scaffold and future work;
