How to cross-compile from Linux to Cygwin64?

I'd like to use stoken in Cygwin64, but cannot compile stoken directly there.
It seems that cross-compilation is supported, but I was unable to do it and could see no examples on doing that for Cygwin.

I tried several combinations of:
--host=cygwin64, cygwin
--build=cygwin64, cygwin

None works.
I also don't understand the difference between those two options.

Can you please tell me how to do this?
