add new workflow file to checking updates on the openapi spec

• adds new github actions workflow for checking updates to the Stacks node rpc openapi spec file.
• removed some older and currently unneeded workflow files
• added some verbage in the root readme regarding contributions
• added a folder for the new Space: Cookbook to be Git sync'ed from gitbook

Have you tested the new workflow in a fork of the docs? I think as it is written now it won't work with the caching, but not 100% sure
