Integrates the Spritz artifact source-routing load balancers into the SPCL htsim Dragonfly and SlimFly UEC paths, including ECMP, OPS, Flicr, Spritz-Scout, and Spritz-Spray.
Adds the paper workloads/topology assets, CSV metric export, plotting/reproduction scripts, and failed-link experiment support.
Updates the README with the new flags and reproduction flow.
Verified with build checks, routing smoke tests, and a faster Figure 6 reproduction against the Spritz paper.
