docs: add a Claiming an Issue section to CONTRIBUTING - #1635

Conversation
Two contributors independently implemented the same good-first-issue this week. Both linked the issue from their PR, so GitHub had cross-referenced both onto the issue timeline — the information was there, but nothing told a newcomer to look for it. Add a Claiming an Issue section to CONTRIBUTING.md and a Good First Issue template carrying the same guidance in the issue body itself, since a drive-by contributor arriving from a good-first-issue aggregator lands on the issue and never reads CONTRIBUTING. Claims lapse after a week so an issue does not sit socially blocked, and small fixes stay send-first. Apologies for the confusion and the noise. Clearing up. |
Leaves a single CONTRIBUTING.md section. The issue template would have added a third entry to the public issue chooser, and the guidance it carried is the same text. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01SZ4xeYpQ9zqxX732nNAGJ5

Description
Nothing in our docs tells a newcomer to check whether an issue already has an open pull request against it. GitHub links those PRs in the issue timeline and sidebar, but only if you know to look.

Overview
Documents contributor workflow for claiming issues in
CONTRIBUTING.md, inserted between Suggesting Features and Pull Requests.Contributors are told to check linked PRs on an issue before coding, avoid competing open PRs, and comment for maintainer assignment when nothing is linked. The text also notes assignments lapse after ~a week without a linked PR, and that small obvious fixes can skip formal claiming as long as linked PRs are checked.
This codifies an informal convention so newcomers can find the process in one place.
