fix(query): append query parameters before URL fragments - #5598
fetchBaseQuery({ url: '/echo#section', params: { a: 1 } }) currently creates /echo#section?a=1. Since a=1 is inside the fragment, the server receives no query parameter. Existing query strings and custom paramsSerializer results have the same problem.
Join the base and endpoint first, split off the fragment, append serialized params to the query, and restore the fragment unchanged. This also preserves the trailing slash for fragment-only endpoints and handles fragments inherited from baseUrl. Empty params on fragment URLs leave the request target unchanged; URLs without fragments retain their existing empty-params behavior. No public types change.
Validation against master at c03783eb0242272841e7d8d9dccb1c7bc4f5aef6:
Regressions fail before the fixes; all 114 fetchBaseQuery tests pass afterward, including controls for the existing empty-params behavior.
Full toolkit package suite, pnpm --filter @reduxjs/toolkit test --maxWorkers=4: 1,710 passed, 2 todo, 107 files, no type errors.
pnpm --filter @reduxjs/toolkit type-tests, package build, root lint, and root format check pass.
Sixteen probes against a real local HTTP server using the built ESM API confirm the server-visible targets, including relative/absolute URLs, existing queries, fragments in the base/endpoint, fragment-only endpoints, empty/default/custom params, and encoded hashes.
Local setup: Node 24.19.0 and pinned pnpm 11.23.0. Disk limits required a frozen install filtered to root/toolkit with CLI-only nodeLinker=isolated and public hoisting; repository manifests, lockfile, and workspace configuration are unchanged. The full workspace's locked @types/lodash@4.17.24 was restored after the filtered install omitted it. Commands disabled pnpm's automatic dependency reinstall. The checks above passed in that environment; other workspace packages were not tested.

Walkthrough
When params are present, fetchBaseQuery adds the serialized query before any URL fragment and then restores the fragment. Regression tests cover relative and absolute URLs, existing queries, fragment contents, and custom serializers.

Summary
Serialize params before URL fragments packages/toolkit/src/query/fetchBaseQuery.ts, packages/toolkit/src/query/tests/fetchBaseQuery.test.tsx
fetchBaseQuery joins the URL before processing params, separates the fragment, adds serialized params before it, and restores it. Tests cover URL joining, existing queries, fragment contents, and custom serializers.

- Around line 311-313: Update the URL parameter handling around hashIndex so
fragments inherited from baseUrl remain after the query string, not before newly
added parameters. Ensure the example with an empty request URL appends params to
the server-visible URL while preserving the fragment.
- Around line 310-321: Update query construction in fetchBaseQuery so
fragment-only endpoints preserve the path produced by joinUrls when baseUrl has
no trailing slash. Insert serialized params before the fragment without
stripping a trailing slash from the joined request path, and retain the existing
query and fragment behavior for other endpoints.
- Line 318: Update the URL assembly in fetchBaseQuery so an empty serialized
parameter string does not add a divider before a fragment. Preserve the existing
behavior for URLs without fragments and for non-empty parameters.
