fix 'yarn install' and 'yarn build:ts' on Windows. in the case of the 'dom' types not being present, I'm not sure why this works on other platforms

execa is ESM-only, so we need to map for jest until it supports ESM. mock getEnvironmentInfo(), which is necessary on Windows and makes the test run LOT faster.
