ci: move builds onto ptsouchlos/infra composite actions - #89

Replace ubuntu.yml, windows.yml and install.yml with ci.yml built on infra's setup-cpp and cmake-build, keeping the GCC 16 assertions and ThreadSanitizer jobs, and add macOS and Windows clang legs. Skip --coverage under ThreadSanitizer, since gcov's non-atomic counters race. Bump checkout and cache in the inline style and documentation workflows.

@v1after infra is released. Closes/supersedes #84 once merged.
