This is an attempt to fix the failing CI builds for NIF 2.16. I updated Cargo.toml following the rustler_precompiled docs. Also updated Cargo dependencies, which have seen few updates since 2024.
This builds & tests pass for me locally with linux x86_64, Elixir 1.17.3/OTP 27, and rustc 1.94.1, but I haven't tried cross compiling or running on other platforms.
