Changes:

• Added a config_path field to the Project struct to track the source config file, enabling support for reloading and activating amendments after initial project creation.
• Implemented list_amendments and activate_amendments methods to enumerate and activate amendments defined in a project's config, with appropriate error handling if amendments are missing or the project was not loaded from a config file.
• Refactored the sample processing pipeline by extracting logic into a new compute_processed_samples function, improving code clarity and reusability.
• Added a reprocess method to the Project struct, allowing the sample table to be recomputed in-memory after config changes without disk access.
• Updated usage of Polars APIs to match the new version, such as replacing PlPath with PlRefPath and updating the explode method to use new options.
• Updated a feature flag in the native feature set from polars/new_streaming to polars/streaming to match the latest Polars features.
