[feat] Use Kustomize to create OpenShift ConsoleLink from existing OpenShift Routes

Current

Currently, console links for Ansible, ArgoCD, RHACM and Infrastructure Automation are created using a job to extract the route's URL. When a route is invalid, the job waits for the route to be valid. This method works but requires regular patching for the base image.

Proposal

Use Kustomize to inject K8s runtime data into the creating console link.
