This PR tightens NuGet package sourcing by adding a repo-level nuget.config that clears all feeds and allows only nuget.org, and adds a GitHub Actions workflow to build the repository’s two solution files on pushes and PRs.

What does this Pull Request accomplish?
Add a
nuget.configfile that makes sure only nuget.org is allowed when building in this repo.Also add a workflow to ensure that the two .slnx projects build without error.
Why should this Pull Request be merged?
Make sure we are not depending on any internal dependencies from Artifactory and that we don't break the build for everyone using the repo with a user change.
