Add per-revision SBOM status, generation, report navigation, raw JSON access, and missing-report recovery. Include the SBOM workflow in dashboard completion triggers emitted by the installer so newly configured project repositories publish fresh SBOM status without waiting for the hourly schedule.\n\nCo-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

Why
The SBOM workflow already publishes an HTML report and native JSON to GitHub Pages, but those results are not discoverable or runnable from the dashboard. This addresses the dashboard/view-download portion of #6 while retaining existing
