Delegation should have a stable and versioned serialization, both using encode and using Serialize using postcard.
We want the serialized form of a delegation to be a long term stable and evolvable format, similar to iroh-tickets endpoint or other tickets.
We will provide an explicit way to turn a delegation into bytes (this currently exists as encode/decode) but also include versioning information to the serde encoding (this is currently not the case).
Serde postcard encoding will be identical to encode and guarantees forward compatibility. Serde encoding for other formats tries best effort to remain compatible (will work in 99% of all cases, but we don't want to guarantee it since there are some very weird serializers out there... )
Q: Do we need serde deser to be compatible with the current version-less ticket? That requires a lot of hacks.
