Add GitHub Action to validate JSON files on PR

Summary

Adds a new GitHub Actions workflow (.github/workflows/validate_json.yml) that runs on pull requests and validates the JSON syntax of all *.json files in the repository.

Details

• Triggers on pull_request events: opened, synchronize, reopened
• Uses Python's json.load to check each JSON file
• Skips node_modules/ and .git/ directories
• Ignores lock files: *.lock.json and package-lock.json (covers yarn/npm/pnpm lock files)
• Reports invalid files with annotated ::error messages
