Add BleuCloud and DelosCloud sovereign cloud environments, remove deprecated Germany cloud

Microsoft's new sovereign clouds for France (BleuCloud) and Germany (DelosCloud) need built-in environment definitions. The legacy Germany (Blackforest) cloud is no longer available and should be removed.

Changes

• Added BleuCloud: login.sovcloud-identity.fr → graph.svc.sovcloud.fr
• Added DelosCloud: login.sovcloud-identity.de → graph.svc.sovcloud.de
• Removed Germany: Legacy login.microsoftonline.de endpoints removed
• Updated tests: Built-in environment count now 6 (was 5)

Users can now connect directly without Add-MgEnvironment:

Connect-MgGraph -Environment BleuCloud
Connect-MgGraph -Environment DelosCloud

Note: No default app registrations exist for these clouds; users must provide their own -ClientId.

Microsoft is building two new fully instanced national partner clouds in France an Germany. To support customers and ISV of these clouds to easily connect to these clouds the built-in environments should be updated to include the correct endpoints. In addition the current built-in environment for Germany (Blackforest) is not longer available and should be removed to avoid confusion for customers of the new national partner cloud in Germany which is owned and operated by Delos Cloud.

Describe the solution you'd like.

Update the built-in environments to match the following list below.

The alternative is for the national cloud partners to document for customers how to add user-defined environments for these new partner clouds using the following commands:
