fix(agents): cover system icons review routing

Summary

• Default unmatched system-icons paths to build/CI without extending the schema.
• Define explicit runtime icon-package and documentation/demo exceptions; preserve assets/native-platform routing and hard area matching.
• Add eslint-plugin-react-icons and webpack title scopes. Include docs/build ownership updates for existing eligible reviewers without changing eligibility flags.
• Add regression coverage for all 11 current package directories, root configuration, undefined packages, ownership exceptions, and tooling scopes.

Validation

• node --test .agents/skills/assign-prs/scripts/planner.test.mjs: 12 tests passed, including schema validation.
• git diff --check: passed.

Notes

• Mixed-area routing still uses file counts; newly undefined packages default to build.
• No review requests were made by this run. No published packages changed; no beachball change file is required.
