Decouple runtime image builds from SDK publishing pipeline so runtime images can be generated independently.
Python: Aligned buildPythonfromSource with the pre-built SDK flow — added --enable-optimizations, --with-lto, pip log workaround, ld.so.conf.d entry, and build dep cleanup.
Node: Install Node directly in the runtime image using n instead of downloading pre-built tarballs from the SDK storage account.
