Create AI skill to help customers get a sample production-ready

Summary

Adds the agents-sdk-to-prod skill for guiding users through creating or hardening Microsoft 365 Agents SDK samples for production.

• Defines an interactive workflow for new and existing samples, including feature selection, dependency rules, and build/run validation.
• Provides a required production baseline covering durable storage, JWT authentication, service URL validation, rate limiting, health/readiness probes, secrets management, safe error handling, and observability.
• Adds focused implementation references for storage, downstream auth, payload limits, proactive endpoints, header propagation, attachments, transcripts, and other production concerns.
