Bumps biome from 2.5.4 to 2.5.9. Also removes three
noUnusedImports/noUnusedVariables suppressions that guarded
{@Attach} usages, since 2.5.9's Svelte parser now resolves those
references correctly and the suppressions had become no-ops.
