Add data-app commands

What

mb data-app commands over /api/apps and /api/typed-schemas, stacked on #66.

• push [<dir>] reads data_app.yaml and the built bundle at its path, then updates the app with that slug, or creates it when there is none. Only the manifest and the bundle reach Metabase; the app's source does not.
• list, get, create, update, delete, draft cover the rest of the app lifecycle. create and update take a JSON body, and --bundle <file> reads a built bundle into it.
• schema prints the generated metabase.data.ts to stdout, with --database, --library-collections, --include-data-library, --include-metric-library and --include-models as the scope.
• repo-status and permission-warnings report the git sync repository and the users who cannot read an app's tables.

Data-app methods need v65 and the data-apps token feature (dataApps); schema needs v65 (typedSchemas).

Still to come in this PR: the data-app skills ported from metabase/metabase skills/.

Testing

bun run check passes. Wire-level unit tests in packages/client/src/resources/data-app.test.ts cover every method, the schema scope's query parameters, and the refusal without the token feature. packages/cli/src/commands/data-app/manifest.test.ts covers the manifest-to-API mapping push sends.
