feat: publish smart-diff as a GitHub Action (smart-diff-ai) - #79

Ships this package as a native GitHub Action so consumers get PR/commit diff summaries without installing the CLI. Runs on node24 from a pre-bundled dist/action/index.cjs (esbuild), same pattern used for apex-tests-git-delta. Marketplace name is "smart-diff-ai" since "smart-diff" is already taken.
