[Bug] Client Error writing to database: Index error -> no retry logic in seshat #159

Steps to reproduce
We get in the Desktop clients once a day this error messages displayed to the user:
Error: Error writing to database: Index error: An IO error occurred: 'io error occurred on path '"18e57933af9f4189b847e1f1e7a0d02d.store"': 'Zugriff verweigert (os error 5)''

This file does not exist in the Eventstore locally (was deleted).

It seems to me currently that when the antivirus is scanning it (and lock it) and at the same time seshat is trying to write, that seshat then afterwards just deletes that file. It should instead wait and then continue. Currently very annoying popup is instead shown from element desktop.
