[Do not merge] Add Hubcast configuration

Steps Before Merging This PR:

1. All LLNL contributors will need to link their GitHub Accounts in LC IDM
2. Install the Hubcast app into the benchpark repository here
   Click Configure > Select llnl/benchpark > Click Request & Install
3. Disable the existing mirroring configuration on CZ GitLab
4. Merge this PR to begin syncing with Hubcast

I've gone ahead and uninstalled Hubcast from this repository while you all prepare for June.
