…1.4.0 gcloud-gax 1.4.0 adds keep-alive fields to ConnectionOptions; gcloud-spanner 1.7.0 no longer compiles against it. gcloud-spanner 1.8.1 requires gcloud-gax ^1.4.0 and gcloud-longrunning ^1.4.0, so bump all three together and fill the new ConnectionOptions fields via Default in execute_ddl.
