Release `3.2.0`

There has been 25 commits since 3.1.13.
It'd be a good time for #127 #215 to both get merged as 3.2.0.

It'd be interesting to me to hear what use cases you or others have for using this plugin. Originally, it unified multiple events handling the mouse wheel but now we have a standard wheel event supported everywhere: https://caniuse.com/mdn-api_wheelevent. What's missing in the native API that makes you still need this plugin? Knowing that may help with deciding what should be the focus of the library.

P.S. Please don't tag Scott as he's not involved with jQuery projects anymore and we should respect his decision.

Sorry, I was under the impression the JQuery org member list was up to date. I've now untagged Scott.
I noticed this library in https://github.com/webbukkit/dynmap actually. I have no clue of the use-case.

Oh it's for <IE8 compatibility I assume. There's a polyfill for indexOf in the code as a matter of fact.

jqueryui spinner plugin only works with this.
Therefore, it would be good to continue and support this.
and release the new version.

Or does the standard WheelEvent API work with the jqueryui spinner plugin? How?

Don't worry, we're not going to remove anything that would break jQuery UI. If needed, we'll first make changes to jQuery UI source.

Bump can we publish this now that Jquery 4.0 dropped support for bind and this has already been converted for on and off?

jQuery 4.0.0 won’t drop support for bind. The API will remain supported, although deprecated.

I'm removing the jQuery UI Spinner dependency on this plugin in jquery/jquery-ui#2338.

We're almost ready for a release, I just need to get access to the npm package. This is the only package I identified that's only owned by @dmethvin and not the rest of the team. Hopefully Dave will grant me permissions soon.
