Release 0.8.3: Whisper CMF transcription

Summary

• Add native Whisper large-v3/large-v3-turbo conversion and cortiq transcribe for WAV PCM/float.
• Add mixed q4tp profile, provenance, and regression tests.
• Bump public workspace crates to 0.8.3 and update docs/changelog. No Whisper weights are bundled or published.

Validation

• CLI Whisper conversion tests: 2 passed.
• Engine Whisper tests: 9 passed.
• Full workspace build is being checked in CI and on the RTX server.
