build(deps): combine the dependabot updates that passed CI

Summary

Combines the five dependabot PRs that already passed CI into one branch so CI runs once instead of once per merge. Each PR's commit is cherry-picked verbatim, in PR order, with no conflicts:

• build(deps): bump the updates group with 3 updates #6 bump the updates group with 3 updates (GitHub Actions)
• build(deps): bump the nix group with 3 updates #7 bump the nix group with 3 updates (flake.lock)
• build(deps): bump the npm group with 6 updates #8 bump the npm group with 6 updates
• build(deps): bump the cargo-minor-patch group with 10 updates #9 bump the cargo-minor-patch group with 10 updates
• build(deps): bump base64 from 0.22.1 to 0.23.1 #10 bump base64 from 0.22.1 to 0.23.1

Local verification of the combined result:

• cargo update --workspace --locked reports 0 packages to change, so the merged Cargo.lock is consistent.
• npm install --package-lock-only reproduces package-lock.json (the only difference is the libc metadata that npm 11 writes and npm 10 does not).

Supersedes #6, #7, #8, #9 and #10; close those once this merges.

Not included:

• build(deps): bump rust-toolchain from 1.95.0 to 1.98.1 #5 (rust-toolchain 1.98.1) fails only because the rust-overlay pinned on main predates 1.98.1. The nix bump in build(deps): bump the nix group with 3 updates #7 (included here) brings in a rust-overlay that has it, so build(deps): bump rust-toolchain from 1.95.0 to 1.98.1 #5 should pass after a rebase onto main once this merges.
• build(deps): bump jni from 0.21.1 to 0.22.4 #11 (jni 0.22) fails on the jni 0.22 API changes in crates/tauri-plugin-hc/src/android.rs and needs a code change alongside the bump.

TODO:

• CHANGELOG updated with appropriate info (dependency bumps only, no entry added)
• npm run ci passes
