New Features

• Renamed citation-builder component to bibliography-builder ahead of HAX 26 release
• Made the decision to reduce potential confusion among contributors down the road
  • We already have an existing citation-element component for licenses like Creative Commons, MIT, GPL, etc.
  • "Bibliography" is also more specific to this new component's use case. It's a bibliography that contains citations/references.
