feat: in-layout strided reduce for bicyclic/tricyclic layout

Support in-layout strided reductions along CRT-based packings without requiring
physical layout conversion, using binary span-doubling rotate-and-reduce and
valid-prefix periodic replication. Also upgrade partial target relations to
canonical total congruences in elementwise rectification.
