Motivation

• Keep CI workflows current to benefit from recent features, fixes, and security patches in Actions.
• Reduce maintenance burden and avoid using deprecated minor/major releases for core actions used by the repository.
• Specifically refresh checkout, setup-go, and CodeQL actions to align with their current major versions.

Description

• Update .github/workflows/go.yml to use actions/checkout@v5 and actions/setup-go@v6.
• Update .github/workflows/codeql.yml to use actions/checkout@v5 and github/codeql-action/init@v4, github/codeql-action/autobuild@v4, and github/codeql-action/analyze@v4.
• Changes were committed with the message Bump GitHub Actions to latest majors.

Testing

• Ran git diff --check with no issues reported.
• Parsed both workflow files with Ruby YAML parsing using ruby -e 'require "yaml"; ...' which succeeded.
• Ran go test ./... which completed successfully.
• Verified updated uses: references with rg -n 'uses:' .github/workflows and confirmed the new versions.
