Adds four skills, each a folder under skills/ with a SKILL.md and, for three of them, one reference file. docs/README.skills.md was regenerated with npm start, and npm run skill:validate passes.

Frame, adaptive-classifier and PTS are open source (Apache-2.0); mlx-optiq is a free package on PyPI. No paid service is involved. The skills are Markdown only, with no bundled scripts. They do not install anything: each checks that its tool is present and points to the project's own install steps if not. They ask before downloading model weights, sending code to a network endpoint, changing files, or publishing to the Hugging Face Hub, and they quote benchmark numbers only from each project's README with its caveats.
