feat(descriptions): Add gen_ai span description inference rules

[Lms24]

While reviewing low cardinality gen_ai span name PRs, I noticed we didn't have inference rules for gen_ai spans. This PR adds rules which were created by auditing the JS and Python gen_ai integrations. These rules cover ~90% of our spans with a few exceptions remaining (e.g. gen_ai spans that don't send an op).

Also added a few missing ops found during the audit.
