Downgrade k8s* libs to 0.36* to match func core and ignore autobumps - #271

api/go.mod sets the lowest k8s.io versions that every importer must use. At v0.37.1 it forced knative/func to v0.37, while knative/pkg, serving and eventing are still on v0.36.5. Require v0.36.0 and re-tidy the indirect requirements from it, so none is newer than what knative/func already uses. Dependabot no longer updates api/; raise its versions by hand when the types need a newer Kubernetes API. The operator builds with the versions in the root go.mod.
knative.dev/pkg, serving, eventing and func all use k8s.io v0.36.5. The operator had moved ahead to v0.37.1 through dependabot. Downgrade the k8s.io modules to v0.36.5 and controller-runtime to v0.24.1, the latest release built on Kubernetes 0.36 (v0.25 needs 0.37). envtest now runs Kubernetes 1.36. Dependabot now takes only patch updates for k8s.io/* and controller-runtime, so it does not move the operator ahead again; raise the minor version by hand once knative has moved.
