For multiple CF/Actions, this exception is used to:

• stop fast the execution of the CF/Action that throws this exception
  • aka. flow control, not treat as biz error
  • wont cause the result of multiple CF/Actions fail
• indicate to use other values of CF/Actions

this exception need not be reported(e.g. logging) as error since it is not biz error.
