Adds a RISC-V CRC32C implementation selected at runtime through a fail-closed detection chain: 1. Zbc scalar clmul folding (fold-by-8, kWay=8 register-resident streams) 2. Zvbc vector clmul folding with VLEN-adaptive stream count 3. slicing-by-8 table fallback (L1-resident) for small buffers and platforms without clmul Runtime detection uses riscv_hwprobe (Linux >= 6.5) with an atomic cached verdict, a defensive vlenb guard for the vector path, and a test-only CRC32C_RISCV_FORCE_ZVBC opt-in. Build systems (Make, CMake, BUCK) all include the new translation unit.
