The Google cloud bucket URL has been changed from
http://deai-313515.appspot.com.storage.googleapis.com/tohttps://storage.googleapis.com/deai-313515.appspot.comwhich was causing thedatasets/populatescript to fail.Also lower the accuracy threshold on some federated tasks which were failing on some occasions when the randomly initialized models performed worse than random.
