Mermaider 0.14.0 fails to render diagrams that 0.12.2 handled, which breaks the codex-environments build. This reverts #4307 until the upstream rendering errors are fixed. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Mermaider 0.14.0/0.14.1 broke diagram rendering for some internal docs repos (#4308), so the version was pinned back to 0.12.2. This re-attempts the upgrade with 0.15.1, which includes fixes for the rendering regressions. Verified locally with a full codex clone/build of the internal environment (84 documentation sets, 551 diagrams) including isomer/docs/reference/okf-map.md, the diagram that previously failed with "The given key 'AUT' was not present in the dictionary" — it now renders cleanly. This downgrades Mermaider from 0.14.0 back to 0.12.2. It reverts #4307, which makes Codex builds fail on Mermaid diagrams.
Affects: Codex builds, Authoring
Prompt summary: The codex-environments build broke after the latest docs-builder release. The ask is to downgrade Mermaider and ship the downgrade as a fix release.
Why
Since the upgrade to Mermaider 0.14.0, the codex-environments build fails. Two diagrams that rendered with 0.12.2 now fail to render, and each failure is reported as an error:

The
Mermaiderversion inDirectory.Packages.propsgoes back to 0.12.2, the version before #4307. Nothing else changes. The upgrade can come back once upstream fixes these rendering errors.Verify
