This is an umbrella issue, multiple sub-phases inside this phase.

Segmentation: docs/work/mvp/phase3/2026-09-08-phase3-segmentation-design.md — cut two ways on the
specification's own ch.05/ch.06 line; 3a leads 3b as a dependency, not a convenience.

All sub-phases landed on main: 3a (#47–#49, closes #11) and 3b (#50–#52, closes #12). Closing the umbrella by hand.
