Adds Dense-Evolution under Development Tools, alphabetically after Covalent.

A high-performance NISQ statevector quantum circuit simulator built on JAX (JIT/XLA compilation), with VQE, molecular Hamiltonian/QM-MM, Trotterized time-evolution, optional GPU acceleration, built-in zero-noise-extrapolation error mitigation, and an MCP server for driving it from AI agents. Open-source, published on PyPI as dense-evolution, CI-tested on Linux and macOS.

Added Dense-Evolution to the list of quantum tools.

Fixes a stray "- *" list-marker typo and blank line from the original
submission, and updates the description from the v8.0 simulator-only
description to reflect the project's current scope (VQE, molecular
Hamiltonian/QM-MM, Trotterized time-evolution, v8.1.51).
