docs: use cpp-linter-hooks v1.8.1 in the examples - #92

The getting-started, AI coding agents and why-cpp-linter pages pinned rev: v1.7.0; v1.8.1 is the current release. Blog posts keep the version they were written with. Also add the org zizmor config and a 7-day Dependabot cooldown, both flagged by zizmor.

Blog posts keep the version they were written with..github/zizmor.yml(same as cpp-linter:cpp-linter/*may use@main, here the shared stale workflow) and a 7-day Dependabot cooldown. zizmor now reports no findings.I also checked the other version claims on these pages (action
