Add a country capital guessor game

This plugin would be fun way to guess the capital of a country.

Flow would be:

1. User enters the start command
2. Bot prompts with a country name
3. user enters a guess
4. Bot says whether the guess was correct or not

If we want to get fancy, then we could scrape the info from wikipedia and then use that as a launching point for other info gathering/return.
