[OD-852] docs: App scanning target limit is per organization

Problem: The App scanning page says every organization has exactly 6 active targets. The limit is now set per organization.
Fix: Say 6 is the default, point to "Talk to us" or customer success for more, and show the "Using X out of Y available targets." text.
